Is there a way of installing new voices on iOS, such as the IVONA or NeoSpeech voices? I have, recently, become tired of the default VoiceOver voices
No. There are applications for text to speech that use other voices, but they cannot be linked to voiceOver. You can use some others of the vocalizer range, including Irish, South African, Australian, British, and American for English. However, other voices cannot be installed for use with voiceOver.
This is unfortunately true, although I myself am content with the Australian Karen voice. She sounds miles better than Samantha. And as good as the NeoSpeech voices are they nevertheless do still occasionally suffer from quirky pronunciation of commonplace words.
for those with a hearing disability samantha is the easiest to deal with, and they did improve her over the releases of IOS
